Goal: Interaction polish and accessibility.

Files: header include, app.css, templates with strings

Acceptance:

Header gains subtle shadow/border state after scroll (Alpine, respects reduced motion)
Contrast audit: muted-on-paper and muted-on-paper-2 ≥ 4.5:1 (darken --muted if needed); teal buttons ≥ 4.5:1
:focus-visible states on every interactive element; keyboard-only walkthrough of nav, FAQ, modal, ledger links
FAQ single-open behavior + aria on details; burger aria-expanded
makemessages run; {% trans %} coverage on every new template; compilemessages
prefers-reduced-motion disables transitions

Notes: Test manually at 400px, 900px, 1440px against ledger.html.
