Part of: Ledger Redesign — spec §7 (confirmed for v1)

Goal: Filter the services ledger by audience with htmx.

Files: apps/virtual_attorney/views.py, homepage template partial, urls if needed

Acceptance:

GET /?audience=firms|individuals|all returns the ledger-entries partial when HX-Request is set, full page otherwise
Filter pills (All / Firm work / Individual work) use hx-get + hx-target + hx-swap
Works without JS (full-page query param fallback)
Tested in issue 47

Notes: Ships in v1.
