Part of: Ledger Redesign — spec §3.6

Goal: The signature component: ruled ledger entries with dotted leaders and teal rate pills.

Files: apps/virtual_attorney/templates/virtual_attorney/home_page.html (ledger partial) + CSS

Acceptance:

Six entries: No. 01 mono, Marcellus title, dotted leader, rate pill (teal-deep on sand-soft), muted description
Hairline rules between rows; section header "Services on the ledger." + mono rates-placeholder note
Data from live CaseTypePages + PracticeAreaPages (title, body intro, hourly_rate); manual order respected; max 6
≤900px: rows collapse gracefully (no overflow, pills stay on their line)
Dotted leader stretches with viewport; tabular figures
Dotted leader has no Tailwind utility — implement as one @utility block in app.css with a comment (house convention, spec §6); everything else via utilities

Notes: Mockup §3.6 is the pixel reference.
