Part of: Ledger Redesign — spec §3.11, §6

Goal: Build the Ledger footer, consuming the SiteSettings created in #33 for contact email + disclaimer.

Files: apps/virtual_attorney/templates/includes/footer.html

Acceptance:

Ink top rule; 4-column grid: brand blurb, Practice, About, Contact
Mono colophon row: disclaimer (from SiteSettings.disclaimer) + "Set in Marcellus, Work Sans & IBM Plex Mono · Wagtail · Alpine.js · htmx"
Contact email from SiteSettings.contact_email — not hardcoded in the template
Stacks to 2 columns ≤900px; links use {% pageurl %} where targeting pages
All strings {% trans %}-wrapped
Styling via utilities in the template (house convention, spec §6)

Notes: No model work — SiteSettings lands with #33.
